Who can buy from BCE?

BCE's market is defined by Wisconsin Statute 303.01(b). The law states that prison industries may sell its products and services to the state and its political subdivisions, tax supported institutions or non profit agencies, and to other states of the United States.


The statute further states that prison industries may sell wood and metal office furniture and laundry services only to state agencies. However, wood and metal furniture for non-office applications may be sold to all BCE market segments.

BCE complies with the Dept. of Administration's and Dept. of Corrections' P-Card User Manuals which state "The only person authorized to use the purchasing card is the person whose name is on the front of the card."


Introduction to Registration


Since the Bureau of Correctional Enterprises' market is restricted by state statute, customers must qualify and register to purchase on-line. Buyer registration is a one-time only process. At registration each customer creates their own Buyer ID and password and submits their primary 'Bill to' and 'Ship to' addresses. Additional 'Bill to' and 'Ship to' addresses may also be entered when appropriate. This information is reviewed by BCE staff who then will review the data submitted and confirm or deny the request. The system will facilitate buyers with single billing and shipping addresses as well as those requiring multiple 'bill to' and/or 'ship to' addresses. Some buyers can be authorized to enter new addresses at the time of purchasing.
